The north bay of the resort town of Haapsalu, one of the closest places to Tallinn that catches the open-sea wind, has a small sand-lined lagoon and a shallow area stretching almost a kilometre offshore, ideal flat water for tricks and for learning. It holds Estonia's first purpose-built kite park and fills with locals when the westerly sets in. One hazard: a high-voltage power line passes the spot, so launch and land well away from the shore. The wilder islands of Saaremaa and Hiiumaa nearby have waves and secret flat-water spots, but offshore wind and currents there call for experience.
